Liaison Officer / Site Inspector (Adhoc)

The Private Sector Health Alliance of Nigeria (PSHAN) desires to see a Nigeria where everyone has equitable access to quality and affordable healthcare and wellness.
Recognizing that the government cannot do it alone, we adopted a coordinated, nationwide multistakeholder approach to create transformative health outcomes.
PSHAN is currently leading the operationalization of the private-sector-driven initiative – Adopt-A-Health-Facility Program (“ADHFP”) – which entails delivering, at least, one Primary Healthcare Centre (“PHC”) in each of Nigeria’s 774 Local Government Areas (LGAs) at global standards, to provide universal health access for low-income citizens
residing in rural and urban areas.
As Liaison Officer/Site Inspector (Rivers State), you will work closely with the Project
Facility Officer and report to the Project Manager with the following responsibilities:

  • Participate actively in basic stakeholder engagements with relevant agencies within states of operation.
  • Interface between the site Contractor and PSHAN, coordinating all contractor processes throughout PHC development.
  • Observe the quality and progress of the construction to ensure adherence to drawings, designs, and specifications with the Contract Documents and notify the Project Facility
    The officer immediately in the event of non-conformance.
  • Coordinate/Facilitate movement of personnel, products, and plant and equipment obtained/employed by PSHAN.
  • Represent PSHAN at site management meetings and report in writing on the proceedings.
  • Monitor the construction progress and provide daily progress reports to ensure compliance with the safety requirements required by PSHAN.
  • Maintain a logbook containing project status and submit daily reports on the progress of the Contractor’s work. The logbook must contain activities related to the project,
    weather conditions, technical nature, and the location of work being performed. These are to be submitted to the Project Manager periodically as requested.
  • Participate in the final inspection of the work and jointly review all documentation to be handed over to the relevant stakeholder by the Contractor upon completion.
  • Monitor Post-Commissioning activities at the PHC and provide periodic reports as required.
  • Work with the State Primary Healthcare Development Agency in implementing the agreed policies and programs for the PHCs.
  • Any other assignment regarding the PHC/Stakeholders will be given from time to time.

MINIMUM REQUIREMENTS

  • Must have a post-secondary degree (OND, HND, or a similar degree)
  • Must be computer literate
  • Must possess basic Microsoft Office skills
  • Must own a smartphone
  • Must reside within or around the Local Government Area of the PHC site
  • Must have general knowledge of the area in discuss
  • Must possess basic leadership and supervisory skills
  • Have fair knowledge of construction skills
  • Excellent communication (oral and written) skills
  • Ability to work as part of a team
  • Must possess an eye for detail and accuracy
  • Must have basic administrative skills
  • Ability to organize and plan
